The Secure Digital Military Mobility System (SDMMS) consortium will conduct a comprehensive demonstration of its military mobility platform on October 22-24, 2025, at Estonia's premier CR14 cyber range facility in Tallinn. The demonstration coincides with Permanent Structured Cooperation (PESCO) Military Mobility project activities, creating a unique convergence of European defence collaboration.

The three-day event will showcase SDMMS capabilities to consortium members, Ministry of Defence representatives from participating nations, and an expanded audience of NATO member states and PESCO participants who have expressed strong interest in the platform's transformative potential for European military mobility.

"This demonstration represents a pivotal moment for digital military mobility in Europe," said Arne Ansper, SDMMS Project Lead. "Building on our successful validation at NATO's CWIX exercise earlier this year, we're excited to present the platform's advanced capabilities to a broader coalition of defence partners in Estonia's world-class cyber range environment."

Expanding international interest

The timing of the demonstration alongside PESCO activities has generated significant interest from nations seeking to modernise their military mobility processes. Following successful demonstrations at NATO CWIX, where Belgium, Sweden, the Netherlands, Canada, Poland, France, Romania, Germany, and the UK observed SDMMS operations, several countries have expressed actionable implementation interest.

"We are happy to see more countries recognising the value of SDMMS. With Belgium, Finland and Sweden on board, SDMMS is set to be launched in at least 14 countries altogether," noted Ansper, highlighting the platform's growing adoption potential across the alliance.

Advanced testing in secure environment

The demonstration will leverage CR14's military-grade cyber range capabilities, built on more than 10 years of experience providing cyber range solutions for training, exercises, testing, validation and experimentation. The secure, air-gapped environment ensures complete network isolation while enabling realistic operational scenarios for military personnel from multiple nations.

SDMMS addresses the complex challenge of Cross-Border Movement Permission (CBMP) procedures in Europe, digitalising administrative processes that traditionally require several months and reducing permission timeframes to just days while maintaining strict security standards. The platform incorporates modern information security practices and utilises Cybernetica's Unified eXchange Platform (UXP) for secure interoperability – a system deployed primarily for e-governance in 14 countries.

Strategic alignment with PESCO objectives

The demonstration aligns with PESCO's Military Mobility project objectives to improve military mobility in Europe and create free movement of military personnel and assets within the EU by avoiding time-consuming bureaucratic procedures. With Canada, Norway, and the United States already participating in the PESCO Military Mobility project since 2021, the expanded interest in SDMMS demonstrates growing transatlantic cooperation in defence digitalisation.

The platform provides comprehensive functionality for annual permission processes and NATO Form 302 procedures, representing a significant advancement in military mobility digitalisation that directly supports the EU's Action Plan on Military Mobility for 2022-2026. Technical innovation and interoperability Recent testing has validated SDMMS interoperability with existing military systems, including successful integration with LOGFAS EVE platforms. The solution's architecture ensures seamless operation across heterogeneous technology environments while maintaining the highest security standards required for military applications. The demonstration will highlight key platform capabilities including:

• Streamlined cross-border movement permissions
• Secure multi-national data exchange
• Real-time coordination between defence ministries
• NATO-compliant documentation processes
• Advanced cybersecurity protection Event participation

In addition to SDMMS consortium members and their respective Ministry of Defence representatives, the demonstration will welcome delegations from NATO member states and PESCO participants visiting Tallinn for concurrent defence cooperation activities. This convergence provides an unprecedented opportunity for collaborative evaluation of next-generation military mobility solutions. The demonstration builds on SDMMS's successful testing and evaluation, including deployment and utilisation by military personnel from the United States, Finland, and Estonia during the NATO CWIX exercise, validating the platform's readiness for alliance-wide implementation.
